The facility charge covers the cost of treatment and conveyance capacity consumed by new connections, new development, or redevelopment resulting in increased wastewater volume or higher-strength waste. For development at a property previously connected to an existing sanitary sewer tap, the facility charge is waived for equivalent flow capacity. A property previously served by a septic tank that connects to the sewer system may also have the charge waived for equivalent flow capacity. Redevelopment that changes meter number or size is charged the difference at present rates; no refund is issued for decreased capacity.
