Frederick County is the western terminus of Maryland's I-270 Technology Corridor. The Frederick County Division of Permits and Inspections administers building permit, zoning, subdivision, and site development fees through the FY26 Fee Schedule effective July 1, 2025. Statutory development impact fees (Public School and Library) are administered concurrently under the Frederick County Development Impact Fee Ordinance, established under Section 9J of Article 25 of the Annotated Code of Maryland (originally effective July 1, 1993; Library Impact Fees added January 1, 2001) and codified at County Code Section 1-22. The Division of Utilities and Solid Waste Management and the incorporated municipalities (Frederick City, Brunswick, Thurmont, Walkersville) administer water and sewer connection charges separately.

Public School and Library Impact Fees - FY26 Schedule

Statutory authority: Section 9J of Article 25 of the Annotated Code of Maryland (state enabling); Frederick County Development Impact Fee Ordinance (originally effective July 1, 1993; Library Impact Fees added January 1, 2001); County Code Section 1-22 (administration); Section 1-22-3(E)(2) (no-net-increase-in-dwelling-units exemption). The Ordinance applies countywide including within each incorporated municipality. Mobile Homes are considered Single Family Detached. Impact fees must be paid prior to issuance of a building permit or zoning certificate. Frederick County Division of Utilities and Solid Waste Management administers public water and sewer in unincorporated areas, separately from the Department of Permits and Inspections fee namespace.
