Roadway Impact Fees (Code Sec. 12.08.005, Ordinance 22-059-00)

Administered by: City of Leander Development Services. Assessed at final plat approval; collected at building permit issuance.

Leander has five roadway impact fee service areas (A-E). The city collects fees at a rate below the maximum assessable: residential development pays 50% of the maximum assessable fee per service unit; non-residential pays 10%. The fee is calculated as: (Vehicle-Miles per Development Unit) x (Collection Rate per Vehicle-Mile).

Example calculation (single-family detached, Service Area D): Vehicle-miles per dwelling unit = 4.04 (from LUVMET Table C). Residential collection rate for SA-D = $614.50/veh-mi. Fee = 4.04 x $614.50 = $2,482.58.

Water and Wastewater Impact Fees (Code Sec. 13.07.009, Ordinance 23-044-00)

Administered by: City of Leander Public Works. Paid at time of building permit issuance (inside city limits) or at connection application (outside city limits).

The standard unit of measure is the Living Unit Equivalent (LUE), representing the water consumption and wastewater generation of a single-family detached residence of average size and occupancy on an average annual daily basis.

Note: Leander has operated water and wastewater impact fees since 1996 per city records. The LUE equivalency formula for non-residential users is on file with the City Secretary.
