Developer-side water meter installation and wastewater tap inspection one-time charges are codified in Section K of the FY26 Master Fee Schedule (water meter installation 5/8x3/4 inch $425; 3/4 inch $545; 1 inch $685; 1-1/2 inch $1,050; 2 inch $1,250; over 2 inch $150 plus developer-supplied meter; wastewater tap inspection $250 per tap). These are billed at permit issuance separately from the capital recovery (impact) fees above.

Special Districts Within or Adjacent to Pflugerville

Pflugerville overlaps eight sub-districts: Kelly Lane Water Control and Improvement District (WCID) 1 and 2; Lakeside WCID 1, 2A, 2B, 2C, 2D; and Lakeside Municipal Utility District (MUD) 3. Customer water and wastewater billing for all eight, plus trash and recycling for the Lakeside WCIDs, has been operationally transferred to Crossroads Utility Service, a private operator (512-246-1400 ext. 2).

Each WCID and MUD is itself a governmental entity under Texas Water Code Chapters 49 and 51, but per-district board-adopted rate schedules and within-district development fees are not currently published on the City of Pflugerville website. ZoneFee has not inventoried within-district fee schedules for Pflugerville's overlapping WCIDs and MUD because those amounts are administered by each district board and are not on a verified Pflugerville .gov source. Property owners or developers operating within one of these districts should confirm applicable rates directly with the relevant district board.

Pflugerville Code of Ordinances Table IX (the city's Ordinance Disposition Table for Rates, Charges and Fees) records Ordinance 1570-22-11-29, passed November 29, 2022, amending wastewater rates in Kelly Lane WCID, Lakeside WCID, and Lakeside MUD. This is the city-side authority basis for those rate amendments. The FY26 Master Fee Schedule Section J.8 lists a city-imposed Special Purpose District application fee of $10,000 per application, which is the fee for forming new special-purpose districts and is distinct from any within-district fee charged by an existing WCID or MUD.
