Impact Fees (Capital Recovery, TLGC Chapter 395)
Source: City of Schertz Schedule of Fees - Capital Recovery Impact Fees (Code of Ordinances Chapter 90 Article V, updated by Ordinance 25-F-017; SHA-256 306fb7d9...), captured verbatim. The updated rates apply to property platted on or after June 1, 2025 and are assessed with complete building permit applications submitted on or after July 1, 2025. A reduced phase-in applied to complete building permit applications submitted between June 1 and June 30, 2025 (Water $2,934 per LUE / Wastewater $1,669 per LUE).
The Capital Recovery (impact) fee is charged per living unit equivalent (LUE), where a 5/8-inch meter equals 1.0 LUE. Larger meters carry a higher LUE multiplier (the schedule publishes meter-size LUE equivalencies from 5/8 inch at 1.0 LUE up to 12 inch at 366.7 LUE), so the assessed fee scales with meter size. The amounts below are the City of Schertz water and wastewater capital recovery fees; the regional SSLGC water and CCMA wastewater impact fees are additive and shown separately below.

SSLGC and CCMA Special-District Impact Fees
Source: City of Schertz Capital Recovery Impact Fee Schedule (SHA-256 306fb7d9...), captured verbatim. The Schertz Seguin Local Government Corporation (SSLGC) is the regional water supply corporation, and the Cibolo Creek Municipal Authority (CCMA) is the regional wastewater authority. The City of Schertz collects both regional impact fees on the same capital recovery schedule, due at platting or building permit. These amounts are additive to the City of Schertz water and wastewater capital recovery fees above.
| Fee Item | Amount per LUE |
|---|---|
| SSLGC Water Impact Fee (plats on or after August 16, 2018) | $1,607.24 |

| CCMA Wastewater Impact Fee - North Zone (plats on or after July 13, 2023) | $2,200 |

Coverage Notes - What This Page Does Not Cover
Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed via confirmed standalone fee amounts on this page. They are disclosed here rather than estimated or omitted silently.
Utility Tap / Connection Fees
Schertz does not publish a standalone water or wastewater meter-installation or tap fee schedule. The developer-side water and wastewater connection and capacity cost in Schertz is recovered through the Water and Wastewater Capital Recovery (impact) fees confirmed above, plus the SSLGC and CCMA regional impact fees. The physical tap requires a right-of-way or Public Works (Engineering) permit, whose amount is not published as a schedule. Four official substitute paths were probed (Utility Billing, Water and Wastewater Utility, Public Works, and Engineering and Public Works Permits). Closed-search outcome: unavailable via official sources.
Proffers
Texas jurisdictions do not use Virginia-style cash proffers (Virginia Code Section 15.2-2303 has no Texas counterpart). Developer-side contributions in Schertz occur through the capital recovery (impact) fees, zoning, subdivision, and site plan fees captured above. Closed-search outcome: this fee family does not apply to this jurisdiction.
