Seguin administers Capital Cost Recovery fees for water, wastewater, and roadway under the Texas Local Government Code Chapter 395 framework.

The fee is charged per living unit equivalent (LUE), where a 5/8-by-3/4-inch meter equals 1 LUE, and amounts scale by meter-size LUE (for example, a 1-inch meter is 2.7 LUE). The City adopted the full maximum allowable computed by the 2023 impact fee update study. The amounts below are the current tier, which applies to unplatted property, property platted before June 16, 1990, and property platted on or after September 29, 2023. Properties platted in earlier tiers carry lower assessed amounts. The regional SSLGC water impact fee is additive and shown separately below.

Water and Wastewater Capital Cost Recovery Fees (Current Tier, per LUE)

Seguin also administers a Roadway Capital Recovery (impact) fee (Ordinance 2016-42). The per-service-area roadway amounts are published in the City's roadway capital recovery schedule; consult the City of Seguin Engineering department for the roadway amount that applies to a given project.

SSLGC Special-District Water Impact Fee

The Schertz-Seguin Local Government Corporation (SSLGC) is the regional water supply corporation co-owned by Seguin and the City of Schertz. The City of Seguin collects the SSLGC water impact fee on the same capital cost recovery schedule, due at platting or building permit. This amount is additive to the City of Seguin water capital cost recovery fee above; all water connections include both.
