Impact Fees (Capital Cost Recovery, TLGC Chapter 395)

Source: City of Seguin Capital Cost Recovery (impact) Fee schedule (Code Chapter 102; SHA-256 49dde227...), corroborated by the City's 2023 Water and Wastewater Impact Fee Update study (SHA-256 0756d577...), captured verbatim. Seguin administers Capital Cost Recovery fees for water, wastewater, and roadway under the Texas Local Government Code Chapter 395 framework.

The fee is charged per living unit equivalent (LUE), where a 5/8-by-3/4-inch meter equals 1 LUE, and amounts scale by meter-size LUE (for example, a 1-inch meter is 2.7 LUE). The City adopted the full maximum allowable computed by the 2023 impact fee update study. The amounts below are the current tier, which applies to unplatted property, property platted before June 16, 1990, and property platted on or after September 29, 2023. Properties platted in earlier tiers carry lower assessed amounts. The regional SSLGC water impact fee is additive and shown separately below.

Seguin also administers a Roadway Capital Recovery (impact) fee (Ordinance 2016-42). The per-service-area roadway amounts are published in the City's roadway capital recovery schedule; consult the City of Seguin Engineering department for the roadway amount that applies to a given project.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed via confirmed standalone fee amounts on this page. They are disclosed here rather than estimated or omitted silently.

Utility Tap / Connection Fees

Seguin does not publish a standalone water or wastewater meter-installation or tap fee schedule. The developer-side water and wastewater connection and capacity cost in Seguin is recovered through the Water and Wastewater Capital Cost Recovery (impact) fees confirmed above, plus the SSLGC regional water impact fee. Four official substitute paths were probed (the Water and Wastewater department page, the Utility Rates schedule, New Utility Accounts, the UDC Fee Schedule, and Planning Applications and Fees); the Utility Rates document publishes only consumption rates and miscellaneous charges, not a developer tap or meter fee. Closed-search outcome: unavailable via official sources.

Proffers

Texas jurisdictions do not use Virginia-style cash proffers (Virginia Code Section 15.2-2303 has no Texas counterpart). Developer-side contributions in Seguin occur through the capital cost recovery (impact) fees, zoning, subdivision, and site plan fees captured above. Closed-search outcome: this fee family does not apply to this jurisdiction.
